Θεσπίζεται ο θεσμός του “δόκιμου” Δημοσίου Υπαλλήλου, οι οποίοι θα λαμβάνουν τους νέους χαμηλότερους εισαγωγικούς μισθούς. Μετά την παρέλευση διετίας στη θέση, θα αξιολογείται το έργο τους και ανάλογα με το αποτέλσμα είτε θα μονιμοποιούνται, είτε θα απολύονται.Οι νέοι κατώτατοι βασικοί μισθοί για τους “Δόκιμους” Δημοσίους Υπαλλήλους θα κυμαίνονται από 684 έως 958 ευρώ το μήνα και θα καταβάλλονται για 2 χρόνια σε όσους προσλαμβάνονται από το 2015 και μετά στο Δημόσιο.

Οι “δόκιμοι” θα λαμβάνουν κάθε μήνα ένα βασικό μισθό, ο οποίος θα είναι χαμηλότερος από τον ισχύοντα σήμερα εισαγωγικό μισθό, περίπου κατά 12%. Ο μικτός βασικός μισθός του «δόκιμου» υπαλλήλου θα προσδιορίζεται με βάση τον κατώτατο μισθό του ιδιωτικού τομέα, δηλαδή με βάση το ποσό των 586 ευρώ το μήνα. Ο μηνιαίος αυτός μισθός θα ονομάζεται «δόκιμος μισθός». Για όσους «δοκίμους» εντάσσονται στην κατηγορία Υποχρεωτικής Εκπαίδευσης (ΥΕ), θα ισχύει, ουσιαστικά, ο κατώτατος μισθός των 586 ευρώ το μήνα του ιδιωτικού τομέα προσαρμοσμένος όμως στα δεδομένα του Δημοσίου. Αυτό σημαίνει ότι, επειδή στο Δημόσιο καταβάλλονται κάθε χρόνο 12 μισθοί αντί 14 (τα Δώρα Χριστουγέννων, Πάσχα και το επίδομα θερινής αδείας έχουν καταργηθεί), κάθε «δόκιμος» δημόσιος υπάλληλος της κατηγορίας ΥΕ θα λαμβάνει μηνιαίο βασικό μισθό που θα προκύπτει από τον πολλαπλασιασμό του ποσού των 586 ευρώ επί το 14 και εν συνεχεία από τη διαίρεση του γινομένου με το 12, οπότε στην πραγματικότητα θα δικαιούται ως μικτό βασικό μισθό ένα ποσό της τάξεως των 684 ευρώ μηνιαίως (586 ευρώ Χ 14 / 12 = 684 ευρώ με στρογγυλοποίηση στην πλησιέστερη μονάδα).

Από κει και πέρα, για τον προσδιορισμό των βασικών μισθών των «δόκιμων» υπαλλήλων των κατηγοριών Δευτεροβάθμιας Εκπαίδευσης (ΔΕ), Τεχνολογικής Εκπαίδευσης (ΤΕ) και Πανεπιστημιακής Εκπαίδευσης (ΠΕ) θα λαμβάνονται υπόψη, αντίστοιχα, οι συντελεστές 1,1, 1,33 και 1,4, οι οποίοι προσδιορίζουν τις σχέσεις μεταξύ των εισαγωγικών μισθών των τριών αυτών κατηγοριών με τον εισαγωγικό μισθό της κατηγορίας ΥΕ. Δηλαδή: * Ο βασικός μισθός του «δόκιμου» υπαλλήλου της κατηγορίας ΔΕ θα ανέρχεται σε 752 ευρώ το μήνα (684 ευρώ Χ 1,1 = 752 ευρώ με στρογγυλοποίηση στην πλησιέστερη μονάδα). * Ο βασικός μισθός του «δόκιμου» υπαλλήλου της κατηγορίας ΤΕ θα ανέρχεται σε 910 ευρώ το μήνα (684 ευρώ Χ 1,33 = 910 ευρώ με στρογγυλοποίηση στην πλησιέστερη μονάδα). * Ο βασικός μισθός του «δόκιμου» υπαλλήλου της κατηγορίας ΥΕ θα ανέρχεται σε 958 ευρώ το μήνα (684 ευρώ Χ 1,4 = 958 ευρώ με στρογγυλοποίηση στην πλησιέστερη μονάδα).

Μετά την παρέλευση της διετίας και σε περίπτωση μονιμοποίησης, ο μισθός του υπαλλήλου θα αναπροσαρμόζεται. Από κει και πέρα θα συνεχίζει κανονικά τη βαθμολογική και μισθολογική του εξέλιξη.
